Z--HI-KEALIA POND NWR-ASPHALT MAINTENANCE

This contract is for asphalt maintenance services at the Kealia Pond National Wildlife Refuge near Kihei, Hawaii, under solicitation number 140FS126Q0122, issued by the Department of the Interior’s Sat Team 1 FWS. The scope includes baseline work on the Kealia Pond Access Road involving hot-pour crack sealing, edge repair, and sealcoating, with an optional task covering the coastal boardwalk parking area, which includes crack sealing, sealcoating, and restriping for 14 stalls, signage, and markings across 14,155 square feet. The performance period runs from August 1, 2026, through July 31, 2027, with delivery due by the end of the period. The acquisition is entirely set aside for small businesses under FAR 19.5, requiring offerors to be registered and active in SAM.gov with a valid Unique Entity Identifier, and to provide evidence of past performance including three comparable government contracts with detailed references and scope alignment. Proposals must include a management plan identifying key personnel and any subcontractors, a technical narrative detailing methods, procedures, and schedule, and a completed SF 1449 with all required certifications, including child labor compliance, influence payment disclosures, and security exclusions. Award will be made to the offeror whose proposal is most advantageous to the government, with technical capabilities and past performance weighted significantly higher than price. Invoicing must be submitted electronically via the Treasury’s Invoice Processing Platform, accompanied by three before-and-after photos per task area and a written approval email from the Contracting Officer’s Representative.
