Learning Services in Simulated EnvironmentThe Department of National Defence is seeking a two-year contract for the provision of Small Arms Trainer (SAT) and Indirect Fire Trainer (IFT) operator services across multiple military sites in Canada, including Gagetown, Valcartier, Bagotville, Petawawa, Trenton, and Borden. The requirement involves operating, maintaining, and managing these training systems, ensuring compliance with CAF safety standards, and providing qualified personnel who hold relevant certifications such as Small Arms Training, Indirect Fire Training, or a CAF Primary Leadership Qualification. All work must be performed on-site at these locations, with language requirements varying by site—bilingual English-French proficiency is mandatory at Gagetown, Valcartier, and Bagotville, while English-only is required elsewhere. The contractor must maintain a SECRET-level Facility Security Clearance and ensure all personnel accessing classified information hold individual SECRET-level security clearances, with mandatory registration in the Controlled Goods Program. Compliance with Treasury Board policies on contracts awarded to former public servants, adherence to anti-forced labor and international sanctions regulations, and strict prohibition on removing classified materials from sites are also required. Pricing is structured around minimum annual hour requirements per location, with bidders required to insert their hourly rates in Canadian Dollars for each SAT and IFT service line, leading to a total minimum estimated workload of 5,919 hours annually across all sites. The evaluation framework is weighted toward technical competency, with one point awarded per core location for each qualified operator, and a 25% weighting for the Canadian Value Factor to prioritize Canadian content and suppliers. Awards will go to the lowest adjusted price per point among compliant offers, subject to strict pass/fail gates on mandatory technical criteria and minimum point thresholds. Invoicing must be submitted only after services are completed, with detailed documentation including time sheets, expense receipts, and financial codes, and payments are processed via direct deposit within 30 days of receipt of a compliant invoice. All proposals must be submitted in one of Canada's official languages through CanadaBuys by the deadline of July 17, 2026, structured into three distinct volumes: Technical, Financial, and Administrative Declarations, including completed forms such as the Offeror Declaration, Canadian Content Attestation, Security Checklist, and Non-Disclosure Agreement. Failure to meet any security, eligibility, or submission requirement will result in disqualification.

Small Business Subcontracting & Accelerated Payment FacilitationThis contract facilitates compliance with FAR 52.232-40 by providing administrative support to a prime contractor in managing small business subcontracting obligations, with a focus on enabling faster payments to small business subcontractors. The services offered are designed to streamline documentation, reporting, and payment processing to ensure timely financial flow to eligible small business partners, thereby supporting federal goals for small business participation and economic opportunity.
