High Assurance Computer Systems Security

This sole source bridge modification is awarded to Analex Corporation (Arcfield) to provide continuous scientific, engineering, technical, and project management support to the Naval Research Laboratory's Center for High Assurance Computer Systems (CHACS), Code 5540. The action extends the performance period for six months, from March 24, 2026, through September 23, 2026, to prevent work stoppages and maintain critical IT and research, development, test and evaluation capabilities for the Navy, Department of Defense, and Intelligence Community. The work is performed at the Naval Research Laboratory in Washington, DC, under NAICS code 541715. The award was made without full and open competition under the authority of 10 U.S.C. 3204(b) and FAR 6.302-1, as Arcfield is identified as the only responsible source capable of meeting the mission requirements. This justification is based on the contractor's possession of high-level security clearances and specialized subject matter expertise that are essential for operational continuity. The bridge period allows the government sufficient time to develop a competitive follow-on procurement. Funding is provided through Fiscal Year 2026 Research, Development, Test and Evaluation funds.
