Restorative and health-Enhancing Sleep Time (REST)
Solicitation # ARPA-H-SOL-26-159
The Restorative and health-Enhancing Sleep Time (REST) program, solicitation number ARPA-H-SOL-26-159, is an initiative by the Advanced Research Projects Agency for Health (ARPA-H) Proactive Health Office to transform the measurement and treatment of poor sleep. The program seeks to develop objective, home-based, closed-loop technologies that detect and respond to health-relevant sleep microstructures in real time, moving beyond traditional macrostructure measures like sleep duration. The scope is divided into two technical areas: Measure and Diagnose (TA1), focusing on in-home systems for diagnosing poor sleep and insomnia using objective physiological signals, and Control and Treat (TA2), focusing on noninvasive systems that adapt interventions to a user's real-time physiology. The ultimate goal is to replace clinic-based polysomnography and subjective self-reporting with validated at-home diagnostics and precision control systems that improve insomnia treatment response and remission rates. This is a 66-month program organized into three phases: proving the core technical thesis, demonstrating a proof-of-concept, and achieving clinical translation and commercialization preparation. Awards will be issued as Other Transactions (OT) and will utilize a quarterly milestone payment schedule tied to technical deliverables. Evaluation is based on scientific merit, feasibility, innovation, and proposer capabilities, with a specific focus on achieving high fidelity to polysomnography and high accuracy in insomnia diagnostics. The submission process involves a multi-stage evaluation including solution summaries, full proposals, and oral pitches. Proposers must adhere to strict page limits across five volumes, including technical, cost, human/animal subjects research, team qualifications, and transition plans. Key requirements include securing Institutional Review Board approval for human research and developing a comprehensive FDA regulatory strategy.
