AI Contract Overview
The Naval Surface Warfare Center Crane is seeking information to support the Naval Sea Systems Command’s Directed Energy and Electric Weapon Systems Program Office (PMS 405) in developing a High Energy Laser Weapon System (HELWS). This system is intended to be an incrementally fielded, spiral-capability laser weapon for use across all military services and the Department of Homeland Security. The focus is on leveraging existing or planned technologies, including Commercial Off-The-Shelf (COTS) components, to deliver a militarily viable laser weapon within two to three years. The initial capability should be effective against asymmetric threats such as jet skis, small boat swarms, rockets, mortars, artillery, man-portable air defense systems, electro-optic sensors, and soft unmanned aerial vehicles. Additionally, the system should be multi-mission capable, supporting both electro-optic surveillance and laser engagements, with the potential for future upgrades as laser technology advances. The HELWS is expected to function as an independent, transportable system for land use or as a stand-alone, minimally integrated shipboard system, with plans for future integration into Navy ship combat systems following an open architecture approach. Respondents to this Request for Information (RFI) must provide detailed technical capabilities, including technology types, producibility, lethality analysis, laser propagation, target vulnerability, pricing, risk assessment, Technology Readiness Level, and delivery schedules. Responses, limited to 50 pages and including a corporate capability statement, are due by January 12, 2007, and should list production-representative components available for testing by March 2007. The RFI serves for planning only and does not obligate the government to procurement or payment for submitted information. Proprietary information should be clearly identified.
