The Department of the Navy's Space and Naval Warfare Systems Center San Diego (SPAWARSYSCEN) plans to modify an existing cost-reimbursable contract with Molecular Imprints Inc. on a sole source basis. This contract, originally awarded competitively, supports research and development of a lithography system designed for volume manufacturing of microelectronic integrated circuits as part of the DARPA Advanced Lithography Program. The modification continues the initial year's efforts to address critical technical challenges in developing a high-throughput, highly precise lithography system capable of supporting the 50nm lithography node. The work is carried out by an interdisciplinary team from Molecular Imprints and Philips, North America, leveraging the specialized expertise and infrastructure already established under the original contract. The government has determined that only Molecular Imprints can fulfill these requirements without incurring significant duplication of cost and time, justifying a non-competitive modification under the authority of federal regulations governing sole source contracts. The anticipated one-year contract modification is valued at approximately $2.6 million and involves continued development of a nano-imprint lithography tool integral to the program's goals. The contract falls under NAICS code 541710, emphasizing research and development in physical, engineering, and life sciences. This planned action is not a solicitation for competitive proposals, and questions can be directed to the designated Navy contact.

The Department of the Navy, Space and Naval Warfare Systems Center San Diego (SPAWARSYSCEN) intends to modify the current Cost – Reimbursable, competitively awarded contract (N66001-06-C-2003) with Molecular Imprints Inc., 1807 C.W. Braker Lane, Austin, TX 78758 on a sole source basis for research and development of lithography system for volume manufacturing of microelectronic integrated circuits as part of the DARPA Advanced Lithography Program (ALP). This is a continuation of the first year’s work which is addressing the key technical challenges in the development of a high-throughput, high global accuracy lithography system for volume manufacturing of microelectronic integrated circuits. The research is an inter-disciplinary team effort involving researchers and engineers from Molecular Imprints and Philips, North America. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The use of any other source for this acquisition would result in the duplication of cost and time to develop the research team with the expertise to continue the effort started at award to develop a high throughput nano-imprint tool for the 50nm lithography node resulting in substantial added cost that is not expected to be recovered through competition. The applicable North American Industry Classification System (NAICS) Code is 541710. The anticipated period of performance will be approximately one year with an estimated value of $2.6M. Note 22 applies. Questions concerning this sole source contract action may be directed to Al Navasca at contact@example.gov.
