High Resolution Aerial Imagery and LiDAR for the Lower Cache Creek Area

Yolo County is soliciting proposals under RFP-2026-0013 for specialized geospatial services to capture and process high-resolution aerial imagery and LiDAR data for a 48-square mile area of the Lower Cache Creek region, extending from the Capay Dam to the town of Yolo. The scope of work includes the production of Light Detection and Ranging (LiDAR) data, aerial photography, ortho photogrammetry, digital elevation models (DEM), and topographic mapping. To ensure dataset cohesiveness, LiDAR and orthoimagery must be collected simultaneously or within 48 hours of each other. Deliverables must adhere to the U.S. Geological Survey National Geospatial Program Lidar Base Specification LBS 2025 Revision A and ASPRS 2024 vertical accuracy standards, with final data delivered on a USB 3.0 portable hard drive by December 15, 2026. Data acquisition flights are scheduled to occur between October 15 and November 15, 2026. Qualified firms must possess at least five years of experience in LiDAR and aerial imagery acquisition and processing. The contract is designed for an initial two-year term with the possibility of three additional one-year extensions, during which hourly rates must remain firm. Proposals are due by September 3, 2026, via the Beacon Bid platform and will be evaluated based on qualifications and experience (30%), project approach (25%), cost reasonableness (20%), demonstrated competence (10%), other factors (10%), and customer references (5%). The agreement includes standard county provisions such as a 30-day termination for convenience clause, a 10-day notice for non-appropriation of funds, and a requirement for insurance to be maintained for five years following project completion.
