The National Institute of Standards and Technology (NIST) is conducting market research for a high-speed lock-in/servo system to support the Photonic ac-dc Thermal Transfer Standard (PTTS) project under its NIST-on-a-Chip initiative. This system is critical for advancing next-generation chip-scale metrology by replacing outdated thin-film multijunction thermal converters, reducing calibration complexity, and lowering long-term ownership costs. The instrument must meet stringent technical specifications including at least four analog inputs with bandwidths up to 600 MHz, a sampling rate of 1 GSa/s per channel, 10-bit minimum ADC resolution (with preference for 18-bit or higher), input voltage noise below 30 nV√Hz at 100 Hz, and support for dual-mode 50 Ω/1 MΩ input impedance. It must also provide four analog outputs with a 100 MHz bandwidth at ±5 V and 500 MHz at ±1 V, a sampling rate of 1.25 GSa/s per channel, 16-bit output resolution, and a 10 Vpp output range. The system must operate simultaneously in at least four configurations including lock-in amplifier, arbitrary waveform generator, oscilloscope, frequency response analyzer, PID controller with double-integral capability, phasemeter, data logger, spectrum analyzer, digital filter box, laser lock box, FIR filter builder, and logic analyzer/pattern generator, and must be lockable to a 10 MHz reference with USB or WiFi software control. NIST is considering a sole source award to Liquid Instruments Inc. if no other qualified sources are identified, under FAR 12.102(b), with the NAICS code 334516. Respondents are required to submit detailed information on their products’ compliance with the technical requirements, customization capabilities, manufacturing origin, business size classification, warranty and service terms, delivery timelines, and any existing federal contracts or customer references. Responses must not include proprietary information and must be submitted via email before June 23, 2026, including company registration details from SAM.gov. The notice explicitly states that this is a market research action, not a solicitation, and does not obligate NIST to issue an award or compensate respondents. NIST reserves the right to use all submitted information for evaluation and may publish a subsequent solicitation on SAM.gov or eBuy. *****THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE***.

BACKGROUND

The Fundamental Thermodynamics group at the Sensor Science Division is conducting Photonic ac-dc Thermal Transfer Standard (PTTS) project. The main focus of the project is to develop the next-generation chip-scale photonic ac-dc difference metrology that can replace legacy thin-film multijunction thermal converters (MJTCs), reduce the ac-dc difference calibration chain and sensor ownership cost.

The PTTS project, pursued by the Fundamental Thermodynamics group is part NIST-on-a-Chip (NOAC) program. The timely achieving project’s milestones is NIST-mission-critical task and is one of the priorities of the Physical Measurement Laboratory (PML).

One of the essential milestones of Photonic ac-dc Thermal Transfer Standard (PTTS) is to develop high‑precision, deployable photonic readout system. This capability is a critical milestone of the PTTS project, providing the accuracy and stability needed to advance photonics-based ac-dc difference metrology toward practical implementation. To achieve these essential for the project milestones, the Fundamental Thermodynamics group has a critical need for one (1) high-seed lock-in/servo system. This instrument is essential for enabling scalable and practical solutions for next-generation ac-dc difference metrology. Delaying or not approving this procurement would directly hinder progress on key deliverables of the NOAC Photonic ac-dc Thermal Transfer Standard (PTTS) project. Timely acquisition is essential to ensure technical objectives are met and the project remains on track to deliver transformative advances in next‑generation ac-dc difference metrology.

NIST is seeking information from sources that may be capable of providing high-speed lock-in/servo system to support NOAC Photonic ac-dc Thermal Transfer Standard (PTTS) project.

If no alternate sources are identified, the Government intends to issue a Sole Source Award to, Liquid Instruments Inc.  (UEI MS6AHD4EF8D7:) under the authority of FAR 12.102(b) The North American Industry Classification System (NAICS) code for this acquisition is 334516.
