AI Contract Overview
The University of Minnesota is seeking proposals to develop solutions that enhance its capacity to securely handle Highly Restricted Data (HRD) used in research activities. The primary objective is to establish a robust, reliable security framework that safeguards sensitive research data, specialized equipment, and personnel from potential threats without hindering researcher productivity. The intended outcome includes enabling compliance with NIST SP 800-171 standards (versions 2 or 3) and achieving Cybersecurity Maturity Model Certification (CMMC) 2.0 Level 2 when necessary. Currently, the university maintains a specialized Aerospace Enclave designed for a limited group of aerospace researchers requiring high-performance computing, secured according to NIST standards, accessible via encrypted SSH tunnels from dedicated terminals. Expanding this enclave to other university campuses presents security challenges, though integration with the central solution is planned where feasible. Additionally, the university manages a large Healthcare Science Technology environment for HIPAA-regulated data, which is secure but not readily accessible to external personnel. Respondents are advised to review all provided documentation thoroughly before submitting proposals, as late or erroneous submissions will not be accepted. The contract, posted on May 1, 2024, with a response deadline of May 29, 2024, is managed by Brendan Wintroath, and further details can be accessed through the provided link.

Full Description
The University currently operates a small, restricted enclave (“Aerospace Enclave”) developed to accommodate a limited number (6-10) of aerospace research personnel needing high-performance computing resources for intensive modeling and simulation, as well as basic desktop functionality, secured in accordance with NIST SP 800-171. The system consists of a dedicated cluster of high-performance computing hardware secured behind a managed firewall in a controlled-access room, to which users connect via encrypted SSH tunnels from dedicated thin client terminals located in secure office/work spaces. Making the Aerospace Enclave available to users in other University colleges/campuses is likely to entail prohibitive security complications. As noted in Task 2 below, though, the University intends to integrate the Aerospace Enclave with the central solution to the extent practical.
The University also operates a large Healthcare Science Technology environment to house HIPAA-governed data. Although secure, this environment is not suitable for or readily available to personnel outside of the University’s Medical School and Academic Health Center.
