Hillsborough County plans to award a sole source contract to Times Publishing Company, operating as Tampa Bay Times, for a one-time purchase of a bilingual (English/Spanish) educational curriculum newspaper supplement focused on the county’s recycling program. The total cost for this project is $33,000. This procurement is justified under the County’s procurement policy as a sole source because Tampa Bay Times is the only local newspaper known to produce original educational content aligned with Florida standards. The contract may be extended or adjusted based on evolving needs and conditions, with the possibility of increasing the award amount accordingly. Interested vendors who believe they can provide similar goods or services must submit detailed evidence to challenge the sole source designation by the specified deadline of September 19, 2024. The County will review any challenges to determine if genuine competition exists before finalizing the award. The project, titled the Hillsborough County 2025 Recycling Guide, is part of the County’s efforts to promote recycling awareness through educational outreach, with the procurement process managed through the County’s Bonfire platform.

Computer Assisted Mass Appraisal (CAMA) System
Solicitation # RFI-27-00004
The Hillsborough County Property Appraiser is conducting market research through Request for Information RFI-27-00004 to identify experienced vendors and Florida-compliant Computer Assisted Mass Appraisal (CAMA) platforms. The primary objective is to replace the agency's legacy CustomCAMA software with a modern system capable of supporting core appraisal business functions, including Income Approach valuation, Multiple Regression Analysis, and condominium management. This initiative is purely exploratory for informational and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. Key technical requirements include native integration with Esri ArcGIS software, support for Google Street View, Picometry, and Near Map, and the use of cloud hosting models. The system must strictly adhere to Florida Statutes, specifically regarding Save Our Homes caps and TRIM processing. Security is a critical priority, requiring all data and backup centers to be located within the continental United States, support for SAML 2.0 / Azure AD for Single Sign-On and Multi-Factor Authentication, and rigorous data privacy controls. These controls must include role-based access and automated redaction to comply with Florida Chapter 119 confidentiality and exemption rules. Responses are due by November 6, 2026.
