The Department of the Treasury, Internal Revenue Service office of the Criminal Investigation Branch intends to award a sole source firm fixed price purchase order to AT&T Mobility, 7229 Parkway Dr., Hannover, MD 21076-1317 for software solutions to provide Continuity of Operations Plan (COOP) strategy for mobile devices to meet the specific requirements of CI security. Only AT&T can provide all CI requirements for security and functionality with the BlackBerry MDM solution. CI will need consulting hours to assist with the implementation of the Blackberry Enterprise Server (BES) 10 infrastructure. This infrastructure upgrade will include and expansion to accommodate all CI users on multiple platforms for mobile devices and tablets, as well as development of future E-Discovery requirements to capture all eCommunications. CI will also need consulting hours to develop and document a Continuity of Operations Plan (COOP) strategy for mobile devices to meet the specific requirements of CI security. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This procurement is being conducted in accordance with FAR 6.302-1 The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs. Although many HipLink Software Solution can be found on the market, none of them offer the following unique and/or combined features as the AT&T Mobility does. These specifications are needed by IRS Criminal Investigation Branch to fulfill their mission.
