Holiday Lighting and Decoration Services

The City of El Mirage is soliciting proposals for comprehensive Holiday Lighting and Decoration Services to enhance its annual Winterfest celebration and Tree Lighting Ceremony, aiming to create a more immersive and interactive holiday experience for over 7,000 community members. The contract requires the contractor to design, install, maintain, and remove all holiday lighting, statues, and decorative elements across multiple City locations including City Hall, Gateway Park, Bill Gentry Park, the Police and Fire Stations, a water tank site, and the Library. All lighting must be LED and fully wrap trees and light poles, with electrical components securely protected from moisture and cords safely managed to prevent hazards. Installations must be complete, tested, and operational by November 30, with ongoing maintenance through January 5, including a 24-hour response time for issues and on-site service within two days, even on weekends. All decorations must be removed and the sites fully restored to their original condition no later than January 25. The contract is strictly limited to the contractor’s own personnel—no subcontractors are permitted—and requires key personnel to be named and approved, with any replacement needing City consent. The contract is valued at a maximum of $40,000 for Fiscal Year 2027, with funding contingent on City Council approval. Proposals must be submitted electronically via the City’s eProcurement Portal by 8:00 a.m. on June 9, 2026, with no late submissions accepted unless permitted under the City’s Procurement Code. Offers must remain valid for 120 days and include fully itemized pricing for each specified location as a lump sum. Evaluation will be based on pricing (40%), approach to the scope of services (30%), experience and qualifications (20%), and references and examples of prior work (10%), with the award going to the offeror deemed to be in the City’s best interest.
