AI Contract Overview
The Hollis Public Library is seeking bids for Category 1 Internet Access and Category 2 Managed Internal Broadband Services (MIBS). For Category 1, the library requires bundled transport and internet speeds ranging from 100Mbps to 2Gb for a single site with two IP addresses. Bidders must specify the transport method, whether circuits are dedicated or shared, and provide detailed pricing that separates eligible costs, ineligible costs, and one-time non-recurring charges. Contract terms may be monthly, yearly, or multi-year, provided a single-year option is included and the agreement is contingent upon state or federal funding. Category 2 requirements focus on MIBS equipment and licensing to manage bandwidth quotas, track usage, and prioritize or block device access, including content filtering as a separate ineligible cost. Vendors may bid on either or both categories, but must clarify if the MIBS components are required for the internet service. All submissions must be received within 30 days of the Form 470 posting to avoid disqualification. Additionally, successful bidders must agree to provide discounted billing and invoice USAC via a Service Provider Invoice.

Full Description
Bids will be reviewed 30days from the date the Form 470 is posted. Any bids received after 30 days of the Form 470 being posted will not be considered. If the circuit(s) are dedicated, the bid must state that. If the circuits are shared, the contention ratio (potential number of potential users on the circuit simultaneously) of service must be specified in the bid. This is a single site library with 2 IP addresses (one static and one for videoconferencing). Cost of eligible services must be separated from cost of ineligible services in the bid. If data limits are a part of the service then the data cap as well as overage charges must be included in the bid. Any necessary one time non-recurring costs must be separated out and specified in the bid. Any leased equipment necessary for the functioning of Internet Access that is billed monthly must be included in the bid, including make and model. One year pricing or multi-year pricing will be considered, so long as a single year pricing is an option. Month-to-month, non-contracted agreements are acceptable as well. Any contracts should contain the language that the agreement is contingent upon state and/or federal funding, which effects the library's ability to pay. The method of transport delivery (fiber, copper, satellite, microwave, etc.) should be specified in the bid. If last mile and middle mile transport differ, both methods of delivery should be specified in the bid.
