Home Energy Loan 2027-2029

Efficiency Vermont, operated by the Vermont Energy Investment Corporation (VEIC), is soliciting proposals from lending institutions to support the Home Energy Loan program for the 2027-2029 performance period. The selected lender will provide income-sensitive, low-interest loans to Vermont homeowners for energy efficiency improvements, with services including loan application processing, underwriting, project verification, and program support. Proposals must be submitted electronically to astrom@veic.org by 5 p.m. EDT on September 28, 2026. Evaluation is based on responsiveness to RFP requirements, cost of services, ability to meet program requirements, commitment to underserved communities and consumer protection, and the capacity to serve borrowers both online and in-person. The contract is structured as a firm fixed fee agreement governed by the laws of the State of Vermont. Key requirements include maintaining a valid Lender License from the Vermont Department of Financial Regulation and adhering to strict information security standards, which prohibit the use of company data for AI or machine learning training without authorization. Comprehensive insurance coverage is required, including commercial general liability, cyber liability of 2 million dollars, and professional liability. The contractor must also comply with fair employment practices and the Americans with Disabilities Act. Invoicing occurs monthly, and the agreement includes detailed provisions for termination, dispute resolution, and confidentiality through a protective agreement and the Confidential Information Management System.
