Homeless Outreach Services, PATH, PATH Match, and SOAR Programs

The Baltimore County Department of Health, Bureau of Behavioral Health/Local Behavioral Health Authority is soliciting proposals under solicitation number P-10000556 for a qualified non-profit vendor to operate comprehensive outreach services, including PATH, PATH Match, and SOAR programs. The primary objective of this initiative is to support individuals experiencing homelessness who have a behavioral health diagnosis by linking them to appropriate services to achieve self-sufficiency and secure permanent housing. This SLED opportunity is managed by the Maryland Health and Human Services agency, with a response deadline of October 27, 2026. The selected vendor will be required to adhere to strict data privacy and security standards as outlined in the Baltimore County Business Associate Agreement. This includes full compliance with HIPAA, HITECH, the Maryland Personal Information Protection Act, and the Maryland Medical Records Law to ensure the proper handling and protection of electronic protected health information.
