Access to quality homebuyer education and housing counseling is essential to promoting sustainable homeownership, strengthening neighborhoods, and improving long-term housing stability. Many prospective homebuyers face barriers such as limited financial knowledge, credit challenges, and unfamiliarity with the homebuying process. Comprehensive education and one-on-one counseling help households make informed financial decisions, prepare for the responsibilities of homeownership, access available assistance programs, and reduce the risk of mortgage delinquency and foreclosure. Through this solicitation, the City seeks a qualified organization to provide these services in support of expanding homeownership opportunities and preserving housing stability for St. Petersburg residents.

Affordable Housing and Supportive Services Demonstration
Solicitation # HHS-2026-ACF-OCS-EAH-0027
The Office of Community Services under the Administration for Children and Families is issuing a funding opportunity to Community Action Agencies and tribes that received FY25 Community Services Block Grant awards and own affordable housing units to implement the Affordable Housing and Supportive Services Demonstration. The initiative aims to enhance housing stability, economic mobility, and overall well-being among residents by aligning public and private support services to reduce dependency and expand access to critical resources. Recipients must deliver or coordinate a broad array of services including early childhood education and childcare, afterschool and summer programs, mental health and addiction services, healthcare referrals, financial literacy and homeownership counseling, transportation assistance, and support for individuals with disabilities and older adults. Services must be provided directly to residents living in affordable housing units owned by the recipient, with emphasis on coordination between internal programs and external partners through case management and referral systems. Applications are evaluated based on a weighted scoring system totaling up to 115 points, with the highest weight assigned to the quality and effectiveness of the proposed response, followed by anticipated impact, organizational capacity, alignment with ACF priorities, and a detailed line-item budget. Up to five bonus points are available for projects targeting extremely low-income or formerly homeless households, requiring documentation of household income against HUD or HHS poverty guidelines. Applicants must have an active Unique Entity Identifier in SAM.gov and submit required attachments, including an ACF priorities alignment attestation, legal proof of nonprofit status, indirect cost agreement, organizational chart, third-party agreements, and letters of support—all of which are excluded from the 75-page narrative limit. Proposals must be submitted electronically via Grants.gov by August 24, 2026, using specified file formats without encryption or compression. Funding is available in amounts between $150,000 and $300,000 per award, with an anticipated seven awards totaling $2.1 million. Compliance with 2 CFR Part 200 is mandatory, including financial management, data security, privacy protections for personally identifiable information, and participation in a federal evaluation involving longitudinal data collection. Funds are prohibited from being used for abortion-on-demand services or certain DEI-related activities, and recipients must certify adherence to all federal compliance and reporting obligations.
