Transitional Housing Program Provider

The County of Merced Behavioral Health Department is soliciting proposals from qualified entities to identify, acquire, develop, own, and operate supportive housing and recovery-oriented residential programs. The scope of work includes the establishment of two adult recovery homes on the Westside of Merced County, one transitional housing program for Transitional Aged Youth (TAY) with severe mental illness or substance use disorders, and one diversion program home. The County provides three years of operational funding and a maximum of 450,000 USD in capital development funds specifically for the TAY housing unit. All recovery homes must be DHCS-licensed ASAM Level 3.1 programs and must be located at least 2,500 feet from schools, parks, and playgrounds. The selection process is based on a 100-point evaluation system where the award is granted to the most qualified, responsive, and advantageous bidder, regardless of whether they offer the lowest cost. Bidders must submit a comprehensive response including an executive summary, approach, qualifications, and a detailed cost proposal, along with required performance, payment, and bid security bonds. The successful contractor must adhere to strict clinical standards, the Violence Against Women Act, and various California and federal confidentiality laws. The target date for occupancy and the commencement of services is July 1, 2027. The agreement is subject to the County's continued appropriation of funding and allows for termination for convenience with 30 days' written notice.
