Request for Pre-Qualification (RFPQ) 26-06 Housing Support Program

The Alameda County Behavioral Health Department (ACBHD) is issuing Request for Pre-Qualification (RFPQ) 26-06 to establish a pool of Services as Needed (SAN) contracts for its Housing Support Program (HSP). This initiative aims to expand the network of qualified providers to ensure adults with Serious Mental Illness (SMI) can live in the most integrated, community-based settings, aligning with the 1999 U.S. Supreme Court Olmstead decision and Housing First principles. Eligible contractors must be licensed Adult Residential Facilities (ARF) or Residential Care Facilities for the Elderly (RCFE) and are tasked with providing care coordination, community integration, and supportive services to improve daily functioning and maintain housing stability for clients. The program is funded with an allocation of 7,194,413 dollars per contract year for Fiscal Year 2026-2027, with reimbursement provided on a monthly per-client rate based on the specific HSP Level of Care. Contracts generally span one to three years and are subject to an initial 60-day performance evaluation period. To qualify, bidders must demonstrate current licensure through the California Department of Social Services Community Care Licensing division, maintain a clean record regarding Type A and B citations, and provide detailed staffing capabilities, including specialized training and experience with SMI populations. Proposals must be submitted as a single PDF with a corresponding Excel staff list by November 5, 2026.
