Conditional Release Program (CONREP) Supplemental Rate Housing Services

The County of Orange Health Care Agency is soliciting applications from qualified organizations to provide Conditional Release Program (CONREP) Supplemental Rate Housing Services. The primary objective is to provide housing for justice-involved adults who have been ordered to CONREP by the Superior Court or Board of Parole Hearings, including those found not guilty by reason of insanity, those incompetent to stand trial, mentally disordered sex offenders, and civilly committed mentally disordered offenders. The selected provider must maintain a Board and Care State License and provide facilities with safe sleeping quarters, separate beds for each client, and lounge areas. Key responsibilities include implementing individual service plans developed by the agency, arranging transportation for mental health needs, and supporting the development of social relationship skills and self-established goals. The contract term runs from July 1, 2026, through June 30, 2028, divided into two one-year performance periods. Reimbursement is based on a fee-for-service model with payments made monthly in arrears. Award decisions are discretionary and based on the applicant's ability to meet all requirements, their experience, and their financial responsibility. Providers must adhere to HCA MHP Quality Management Program Standards and comply with California prevailing wage laws, federal and state nondiscrimination clauses, and Medi-Cal billing regulations. All applications must be submitted in PDF format via the County's online bidding system by the specified deadlines, and applicants are required to provide a Unique Entity Identifier (UEI) number.
