Conditional Release Program (CONREP) Supplemental Rate Housing Services

The County of Orange Health Care Agency is soliciting applications for the Conditional Release Program (CONREP) Supplemental Rate Housing Services to provide housing for justice-involved adults. This program specifically serves individuals referred by the County and ordered by the Superior Court or Board of Parole Hearings, including those found not guilty by reason of insanity, incompetent to stand trial, or designated as mentally disordered or civilly committed offenders. The selected provider must maintain a Board and Care State License and provide facilities with safe sleeping quarters, individual beds, and lounge areas. Key responsibilities include implementing individual service plans, arranging transportation for mental health needs, and supporting the development of social skills and self-established goals. The contract term runs from July 1, 2026, through June 30, 2028, divided into two annual periods. Reimbursement is based on a fee-for-service model with payments made monthly in arrears. Award decisions are discretionary and based on the applicant's ability to be qualified and responsive, their experience, and financial responsibility. Providers must adhere to HCA MHP Quality Management Program Standards and comply with California prevailing wage laws and extensive nondiscrimination requirements. Administration is managed by the Director of the Health Care Agency, with strict requirements for Medi-Cal billing accuracy and the completion of specialized provider training for all covered individuals.
