The Continuum of Care: Renewal and New Project Application solicitation, numbered 2026-003-Homeless-COC, is a federal funding opportunity administered by the Human Services agency in Washington, specifically through Pierce County, with the objective of ending homelessness through coordinated community efforts. Up to $7 million in federal Continuum of Care funds is available for distribution among multiple qualified applicants, with funding allocated to support services that rapidly rehouse individuals and families experiencing homelessness, including survivors of domestic violence, sexual assault, stalking, and youth without stable housing. Eligible project types include Permanent Supportive Housing (renewal only), Rapid Rehousing (renewal or new), Transitional Housing, and Supportive Services Only models, both Stand-Alone and Street Outreach. Applicants must be nonprofit providers, states, Indian tribes, tribally designated housing entities, or local governments, and must demonstrate compliance with federal regulations including 2 CFR Part 200, HUD requirements, and mandatory certifications such as the Drug-Free Workplace, Indirect Cost Rate, and Lobbying disclosures. Proposers must hold an active UEI and EIN, and must certify they are not debarred or suspended, have not had public transactions terminated for cause in the past three years, and will not engage in discrimination. All proposals must be submitted electronically through the County's eProcurement portal by the July 22, 2026 deadline, and must strictly utilize provided templates and attachments, including the Subrecipient Agreement, Supportive Services Agreement, Match Commitment Letter, and Advancing Recovery by Prohibiting Illicit Drug Enablement Policy, to avoid being deemed non-responsive. Applications are evaluated using distinct scoring criteria based on whether they are renewals or new projects, with a maximum of 100 points allocated per application type. Renewal applications place the highest emphasis on system performance measures and data quality from the Homeless Management Information System (51 points), followed by financial management (25 points), while new applications prioritize experience (20 points) and project startup timeliness (10 points). Proposals are scored by a consensus-driven Application Evaluation Committee composed of CoC Board and General Membership representatives, with final award recommendations subject to approval by the CoC Board and HUD’s ultimate authority. The initial performance period is 12 months, with possible extensions contingent on funding, continued need, and satisfactory performance. Subrecipients must comply with stringent financial reporting, submitting monthly invoices within 15 days of the billing
