2026 Public Services

The City of Houston’s Housing and Community Development Department is inviting qualified nonprofit organizations to apply for funding under the 2026 Public Services solicitation, numbered NOFA-2026-0004, to deliver critical services to residents experiencing homelessness, at risk of homelessness, or living with Intellectual Disability Disorders. The services must include but are not limited to transportation, healthcare, medical education, housing and rehousing, mental health support, case management, homeless services, legal aid, housing counseling, employment assistance, substance abuse treatment, job training, workforce development, and childcare. Approximately $10.3 million in funding, primarily from Community Development Block Grant resources supplemented by other federal, state, and local sources, will be allocated over a 24-month period to support these initiatives. Successful applicants will enter into one-year agreements with the possibility of one-year renewals at the department’s discretion, depending on performance and availability of funds. Proposals must be submitted by August 11, 2026, at 10:00 PM, with the solicitation posted on July 10, 2026. Applications will be assessed based on the organization’s capacity to effectively serve the targeted populations and deliver high-quality, measurable outcomes.
