Inpatient Behavioral Health Services

The County of Orange Health Care Agency is seeking qualified organizations to provide high-quality, person-centered, and trauma-informed inpatient psychiatric services for Medi-Cal eligible residents. The scope of work covers a diverse population, including youth ages 13 to 17, adults, and older adults, providing care from admission through stabilization and transition to lower levels of care. Services include inpatient psychiatric treatment, co-occurring substance use disorder care, and stand-alone severe substance use disorder care. The County intends to establish Master Contracts for Acute Free-Standing Psychiatric Hospitals and General Acute Care Hospitals, requiring providers to be Medi-Cal certified and LPS designated within Orange County. The contract period runs from October 1, 2026, through June 30, 2029, divided into three annual performance periods. Reimbursement is based on a fee-for-service model using bed day rates, with some contracts specifying total amounts not to exceed ranging from 6 million to approximately 80 million dollars. Providers must adhere to strict regulatory standards, including Title 9 of the California Code of Regulations and HIPAA privacy rules. Key requirements include maintaining comprehensive professional, general, and network security liability insurance, employing a qualified Clinical Program Director, and implementing a robust Quality Improvement plan. Administration involves monthly invoicing by the tenth day of the following month, with payments released within 30 calendar days of receipt of a correct invoice.
