NOFA -YOUTH HOMELESS AND HOUSING SERVICES PROGRAM- TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS (TDHCA) FUNDS - FY27

The City of Dallas is soliciting applications from qualified nonprofit organizations with IRS 501(c)(3) status and community organizations to serve as the sole subrecipient administrator for the Youth Homeless and Housing Services Program, funded through the Texas Department of Housing and Community Affairs (TDHCA) for Fiscal Year 2027. The selected applicant will be responsible for engaging, housing, and delivering supportive services to unaccompanied youth and young adults aged twenty-four and younger who are Dallas residents experiencing homelessness. Eligible services include case management, emergency shelter, street outreach, transitional living, and ancillary supports such as mental health care, substance abuse treatment, education assistance, employment training, legal services, transportation, and childcare. The program is designed to foster self-sufficiency through targeted interventions and must align with the goals of the Office of Housing and Community Empowerment. The award will be made under a subrecipient agreement with a term not exceeding twelve months, beginning September 1, 2026, and ending August 31, 2027, subject to the availability of approximately $211,413 in TDHCA funds. Reimbursement is strictly contingent upon documented expenses incurred during the active contract period, with administrative costs capped at ten percent of the total award, and all expenditures must be supported by verifiable records, including bank statements, invoices, and financial assistance logs that protect client privacy through anonymized identifiers.
