Honokoa Gulch Brush Clearing and Ungulate Fencing Installation

The State of Hawaiʻi Department of Hawaiian Home Lands (DHHL) Land Management Division is soliciting bids under IFB-27-HHL-006 for the Honokoa Gulch Brush Clearing and Ungulate Fencing Installation project located in Kawaihae, South Kohala. The contractor is required to provide all labor, materials, equipment, and supervision necessary to construct a firebreak and install ungulate-proof fencing, including the installation of step-over or step-through pedestrian gates. A critical requirement of the scope is the complete removal of all organic and non-organic debris, including green waste and packaging, from the site upon completion of each work segment. The contract will be awarded to the lowest responsible and responsive bidder based on the lowest aggregate amount of the base bid and any alternates, subject to a state-determined control amount and applicable preferences under Chapter 103D, HRS. Bidders must hold all required State of Hawaiʻi licenses and provide a surety bid bond at the time of submission. The successful awardee must further provide performance and payment bonds, name DHHL as an additional insured on all insurance policies, and adhere to prevailing wage requirements as promulgated by the State of Hawaiʻi Department of Labor and Industrial Relations. All proposals must be submitted electronically via HIePRO by the specified deadline, with a written notice of intention to bid required by November 20, 2026.
