The Federal Bureau of Prisons, Field Acquisition Office in Grand Prairie, Texas intends to make a single award for the provision of horticulture services for the Federal Prison Camp (FPC) Bryan, Texas. The North American Industry Classification System (NAICS) Code is 611310 (Size Standard: $27.5 million). This solicitation is being solicited as unrestricted. Faith-based and Community-based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The Government contemplates awarding of an indefinite-delivery, requirements-type contracts with firm-fixed unit prices resulting from this solicitation. The contract period shall consist of a 12 month base period with four 12 month option periods for renewal. All duties shall be performed in accordance with standards and methods generally accepted within the industry and in compliance with the Statement of Work. The Government anticipates requiring an estimated of 1,500 sessions per year. A contractor is currently providing horticulture services at FPC Bryan. The contractor is providing an instructor for horticulture services to the inmate population at FPC Bryan. 2. The Bureau of Prisons is requiring that the Contractor issue/administer some type of Horticulture-related Certification test to the inmate population. The contractor shall pay and give the test which is a landscape technician gardener certification. 4. Will the Contractor be permitted to bill the BOP at the contracted rate per session for the time spent assisting with the recruitment of employers for the BOP�s mock job? The Contractor will not be permitted to bill the Bureau of Prisons at the contracted rate per session because the instructor is not required to assist with the recruitment of employers. The Bureau of Prisons will not pay for participation in mock job fairs. 5. If the Contractor must include the cost of assisting with the recruitment of employers for the BOP�s mock job fair in the rate per session, please provide the following information so that Quoters can estimate the cost of this service: How many mock job fairs are typically held each year? Typically, there are two mock job fairs held each year. The first job fair is informational and the second job fair consist of outside vendors who interviews inmates for possible employment. What is the estimate of the number of hours that the BOP will require the Horticulture Instructor to assist with the recruitment of employers for the BOP�s mock job fair. The instructor is not required to assist with the recruitment of employers. The horticulture instructor participates in the mock job fair during normal work hours, but does not assist with any other process in regards to the mock job fair. 6. Please specify the position(s) of employment for which inmate graduates have been eligible to apply under the present Horticulture contract. There are various positions that the graduates can apply for such as landscaping, floral shops, and garden centers. However, the Bureau of Prisons does not track inmates once they leave the institutions.
