Full Description

For more than 30 years, Vermont law has required municipalities to offer collection of household hazardous products (HHP) and the costs have grown significantly. The Vermont HHP Extended Producer Responsibility (EPR) law (10 V.S.A. Chapter 164B) requires manufacturers of certain toxic forms of solid waste (covered household hazardous products) to help cover costs for end-of-life management of these products. The EPR law requires, in part, that manufacturers of covered products register with the State of Vermont’s Agency of Natural Resources, Department of Environmental Conservation (the State or DEC) and form a stewardship organization to implement the obligations under the law. As of the release date of this RFA, no such stewardship organization has formed, requiring the State to adopt and administer a plan. The State is now seeking applications from the 28 Solid Waste Management Entities (SWMEs) who have an approved Solid Waste Implementation Plan for the reimbursement of 41% of HHP collection costs. Up to $1,500,000 total is available to SWMEs for a portion of costs incurred. All costs incurred must happen between January 1, 2027 and December 31, 2027. Specific eligible costs are indicated in the section below. The State will monitor Supplier’s activities and performance in order to detect and prevent problems, and to ensure compliance with grant agreement terms and granting agency requirements.

Regional and Municipal Housing Needs Assessment and Planning
Solicitation # 77286
The Chittenden County Regional Planning Commission, in partnership with the City of South Burlington, is seeking qualified consultants to provide regional and municipal housing needs assessment and planning services. The project involves assessing current and future housing needs across Chittenden County, developing regional and municipal housing profiles, and identifying gaps in housing affordability, availability, and types. Key deliverables include materials to communicate regional housing forecasts and targets, as well as a specific housing action plan for South Burlington designed to serve as a model for other municipalities. The selection process follows a two-step approach, beginning with a qualifications review and followed by a cost review. Evaluation is based on a weighted scoring system: 40 points for a proven record of similar projects, 30 points for personnel qualifications, 20 points for the firm's understanding of the work, and 10 points for responsiveness to the RFQ. Applicants must submit a Statement of Qualifications including a cover letter, detailed experience in forecasting and housing assessments, key staff resumes, and at least three references. A cost proposal featuring an hourly rate schedule and overhead fee is also required. Submissions are due by December 1, 2026, at 4:00 p.m. EST to Anne Nelson Stoner. While consultants do not need a Vermont business license to apply, they must obtain one prior to the contract award. The project emphasizes the need for expertise in housing action plans and a commitment to engaging all populations.
