Description of Requirement:
This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR 12. This announcement constitutes the only solicitation. Offers are being requested, and a separate written solicitation will not be issued.
Solicitation number 140G0226Q0113 is issued as a request for proposal. The U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) has a requirement for services to validate the antimycin A (ANT) high-performance liquid chromatography (HPLC) method per the attached solicitation.
This acquisition is Full and Open Competition. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
The associated North American Industrial Classification System (NAICS) code for this procurement is 541380, Testing Laboratories and Services, with a small business size standard of $19 million. The service code is B516 - Special Studies/Analysis-Animal Fisheries. The government will award a firm-fixed price (FFP) contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer, conforming to the synopsis/solicitation, will be most advantageous to the government as determined by the solicitation evaluation criteria.
All interested companies must provide a proposal for the following:
Services, non-personal to provide all plant, equipment, labor, supervision, and materials (unless otherwise provided herein) necessary to validate the antimycin A (ANT) high-performance liquid chromatography (HPLC) method per the attached Statement of Work.
The period of performance is 90 days from date of the signed purchase order.
Place of Performance: Independent Laboratory.
Award will be made to the offeror whose proposal offers the best value to the government. Refer to FAR 52.212-2.
Solicitation Provisions and Clauses
The following FAR provisions and clauses apply and are incorporated by reference:
1. FAR 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services (MAR 2023) (DEVIATION MAR 2026)
2. FAR 52.212-2, Evaluation - Commercial Products and Commercial Services (NOV 2021) (DEVIATION MAR 2026). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The most advantageous proposal may not necessarily be the proposal offering the lowest price, nor receiving the highest technical rating. The following factors shall be used to evaluate offers: 1. Qualification, 2. Past Performance and 3. Price. Technical approach, experience and past performance are of equal importance and, when combined are significantly more important than price.
Offerors must complete entity-level representations and certifications online in the System for Award Management (SAM) in accordance with FAR 52.204-7, System for Award Management - Registration.
Submission Instructions
All offerors must submit the completed SF18, including acknowledgement of any amendments, and information pertaining to the evaluation factors.

This is an open-market combined synopsis/solicitation for services as defined herein. The government intends to award a contract as a result of this combined synopsis/solicitation that will include terms and conditions set forth herein. To facilitate the award process, all proposals must include a statement regarding the terms and conditions herein as follows:
"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

"The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"
Offerors must list exception(s) and rationale for the exception(s). Offers that reject the terms and conditions of the solicitation may be excluded from consideration.
Submission must be received not later than September 21, 2026, at 5:00 PM EDT via email. Late submissions will be treated in accordance with the solicitation provision at 52.212-1(c).
