HRSA/MCHB Newborn Screening Systematic Evidence Review IDIQ and Task Order 1

The Health Resources and Services Administration Maternal and Child Health Bureau is conducting a full and open competitive procurement to establish a multiple-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract pool for evidence reviews of newborn screening genetic conditions. The master IDIQ has a five-year period of performance, consisting of a 12-month base period and four 12-month option periods, with an aggregate collective ceiling value of $15,111,361.00. The primary objective is to secure specialized scientific methodologies and systematic clinical evidence reviews to support the maintenance of the Secretary of Health and Human Services Recommended Uniform Screening Panel. Concurrently with the establishment of the master pool, the government will award Task Order 1 as a strict Firm-Fixed-Price order to support specific evidence reviews, including a clinical review for biliary atresia and the development of a manual of procedures. Proposals must be submitted in three distinct volumes: a Technical Proposal limited to 25 pages (with specific exemptions for compliance matrices, staff loading charts, and acronym lists), a Past Performance volume, and a Price Proposal utilizing a mandatory re-baselined Excel template. The evaluation follows a Best Value Trade-off process where the Technical factor is significantly more important than Past Performance, which in turn is more important than Price. Notably, the government has provided flexibility for small businesses regarding past performance, allowing references from state/local governments or the private sector, and offering a neutral confidence rating for those without relevant federal prime contract experience.
