The Homeland Security Advanced Research Projects Agency (HSARPA) is hosting a Bidders Conference on April 28, 2004, at the JW Marriott Hotel in Washington, DC, to discuss the Bioinformatics and Assay Development Program under Broad Agency Announcement (BAA) 04-03. This program aims to enhance homeland security by advancing detection technologies related to biological threats, building upon efforts initiated under announcement RA03-01, which focused on improving the BioWatch surveillance system. The Bioinformatics and Assay Development (BIAD) Program seeks to expand current detection and forensic assays, develop next-generation assays, and create new tools for assay advancement to improve the nation's ability to detect and respond to biological agents. The BAA document will be made available around April 9, 2004, on the official HSARPA BAA website, while registration for the conference is conducted online. The US Army Medical Research Acquisition Activity (USAMRAA) serves as the contracting agent for this announcement. Additional details, including administrative and technical contacts, are accessible via the USAMRAA website and the official registration link. This initiative is strategically aligned with DHS’s commitment to protecting the homeland by enhancing biosurveillance capabilities while reducing operational costs of existing systems.

The Homeland Security Advanced Research Projects Agency (HSARPA) is sponsoring a Bidders Conference to discuss Broad Agency Announcement (BAA) 04-03: Bioinformatics and Assay Development Program. The conference will be held April 28, 2004 at the JW Marriott Hotel Pennsylvania Avenue, 1331 Pennsylvania Avenue, Washington, DC. The BAA will be available on or about April 9, 2004 at www.hsarpabaa.com. A critical area of focus for DHS is the protection of the homeland from the release of a biological a gent as demonstrated by systems such as the currently deployed BioWatch surveillance system. Under announcement RA03-01, HSARPA has initiated a program to develop new sensor technologies to significantly enhance the BioWatch system while simultaneously re ducing its cost of operation. As a complement to the technology program initiated under RA03-01, HSARPA is initiating the Bioinformatics and Assays Development (BIAD) Program to extend the existing family of detection and forensics assays as well as to de velop next generation assays and new tools for assay development. The US Army Medical Research Acquisition Activity (USAMRAA) is HSARPA's contracting agent for BAA04-03. The complete conference announcement may be accessed at USAMRAA's website, www.usam raa.army.mil. Solicitation # 2026-1045
The 2026 International Joint Research Rapid Support Project, solicitation number 2026-1045, is a government-funded initiative managed by the National Research Foundation of Korea and the Ministry of Science and ICT. The project focuses on developing core original technologies for high-density parallel light sources, specifically micro-LED and micro-OLED, for use in AI data center optical interconnects. The total government support funding is 737.5 million KRW for a 16-month performance period running from December 2026 to March 2028. This project is classified as a National Strategic Technology in the semiconductors and next-generation OLED sectors, aiming to advance from Technology Readiness Level 3 to TRL 5. A mandatory requirement for this solicitation is the establishment of an international joint research network with Japanese research institutions to secure expertise in organic light-emitting materials and patents. Technical objectives include developing 32-channel arrays with specific performance targets: transmission speeds exceeding 1 GHz for micro-LED and 0.2 GHz for micro-OLED, and driving energy levels of 1 pJ/bit and 20 pJ/bit respectively. Final acceptance requires the submission of a functional prototype and verification through accredited certification bodies, official test reports, or witnessed self-evaluations. All research achievements and commercialization results must be managed through the Integrated Research Information System (IRIS), and the project is subject to technology fee collection and the 3-book 5-public rule for concurrent research limits.
