HSIP Cycle 11 Safety Improvements Project Phases 1, 2, and 3

The HSIP Cycle 11 Safety Improvements Project for the City of Dinuba is a three-phase infrastructure initiative focused on concrete site improvements and pedestrian safety. Phase 1 involves constructing bulb outs at three intersections, Phase 2 includes sidewalk construction along College Avenue and El Monte Way with ADA curb ramp upgrades at Tulare Street and H Street, and Phase 3 focuses on installing rectangular rapid flashing beacons at the intersection of College Avenue and Academy Way. The project requires the contractor to provide all labor, equipment, and materials in accordance with plans prepared by 4Creeks, Inc., and adheres to strict Buy America and Build America Buy America (BABA) Act provisions. The contract will be awarded to the lowest responsive and responsible bidder. Key requirements include a bid security of at least 10 percent of the bid amount and a 100 percent labor and materials payment bond. Contractors must maintain general, automobile, and employer liability insurance of 1 million dollars per occurrence or accident. Compliance with prevailing wage laws, ADA requirements, and specific technical standards for lighting and pavement markings is mandatory. Performance is subject to the approval of the City Engineer, and the performance bond must remain in effect for 365 days following final acceptance of the work.
