The Transportation Security Administration awarded a Cost Plus Fixed Fee contract on a sole source basis to FirstLine Transportation Security, Inc. for a period of six months with three - two month option periods. TSA determined a cost plus fixed fee type contract would be the best option for this action. The contractor had previously operated under a similar type of contract and in order to maintain a level of continuity, and because historical actual costs were available it was determined best to use a cost plus fixed fee contract. The attached Justification and Approval outlines the details as to why a sole source award was necessary.
