AI Contract Overview

The Defense Health Agency Contracting Activity (DHACA) plans to modify an existing contract with Aptagen, LLC on a sole source basis, as they are deemed the only responsible provider capable of delivering specialized services to the United States Army Medical Research Institute of Infectious Diseases (USAMRIID). The contract modification involves an increase in the number of DNA aptamer library generations, ranging from one to four per year, with the addition of targeting pseudoviruses alongside previously specified targets such as alpha-conotoxins and palytoxins. These aptamer libraries, each containing approximately 1,000 to 10,000 targeted aptamers, are designed to cover four to six viral targets to facilitate the development of broad-spectrum DNA aptamers capable of neutralizing specific toxins and viruses. This requirement supports USAMRIID’s project CB11484, focusing on the development of aptamers for toxin neutralization, representing a novel methodology for the institute with promising potential for future research applications. The services will be carried out in Frederick, Maryland, and the contract modification follows Federal Acquisition Regulation guidelines for sole source procurement. The solicitation was posted in December 2025 with a response deadline in early January 2026, under NAICS code 325413. Key contacts for the contract include Christina Lewis and Jayme Fletcher, who serve as primary points of contact for this procurement.

The Defense Health Agency Contracting Activity (DHACA) intends to modify the existing contract for an increase in service on a sole source basis In Accordance With (IAW) Federal Acquisition Regulation (FAR) part 6 to Aptagen, LLC located at 250 N Main Street, Jacobus, PA 17407 as the only responsible source that can provide the United States Army Medical Research Institute of Infectious Diseases (USAMRIID) for services. The Performance Work Statement has not changed other than to adjust the number of DNA aptamer generations being provided and adding an additional target of pseudoviruses.  USAMRIID has a need to generate no less than one (1) but not to exceed four (4) DNA Aptamer Library Generation per year.

These aptamer libraries will consist of ~1000 - ~10,000 targeted aptamers. These libraries target specific pseudoviruses and/or alpha-conotoxins and/or palytoxins and should be capable of broad-spectrum interactions and libraries targeting four (4) to six (6) viral targets. This is a requirement that was originally identified to support USAMRIID’s project CB11484, Development of broad-spectrum DNA aptamers to neutralize toxins. The requirement is crucial as it enables USAMRIID’s researchers to ultimately generate one (1) or more DNA aptamers capable of effectively binding and neutralizing specific toxins and viruses. This is an embryonic methodology with promising outlook for future use in the research field as this and similar strategies have not been employed at the institute previously. The services will performed in Frederick , Maryland 21702.

This initiative is part of a Business Case Analysis to improve service resilience and workload stability, ensuring that surgical capabilities are not halted by onsite equipment failures. The scope of work involves the transportation of surgical instruments between MTFs and contractor-owned offsite facilities, where the contractor will provide the necessary personnel, equipment, and facilities to perform decontamination, assembly, sterilization, inventory verification, and quality control. The equipment to be processed includes specialized items such as minimally invasive surgical cases, Da Vinci accessories, and power equipment, with an estimated volume of approximately 2,000 trays monthly per participating MTF. This RFI is strictly for market research and planning purposes and does not constitute a formal solicitation or an obligation to award a contract. The DHA is seeking capability statements from healthcare companies and hospitals that detail their experience with similar projects over the last five years and their proposed implementation strategy. Responses must be submitted in PDF format to the designated Contract Specialist by 11:00 AM EDT on October 30, 2026, and are limited to 10 pages using a 12-point font.
