The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government in technical factors, and price considered. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The following factors shall be used to evaluate offerors are listed in order of importance. When combined, non-price factors are more important than price. 1) Technical Conformance to Specifications 2) Past Performance 3) Price Technical Conformance The technical evaluation will include examination of the product literature and technical features for conformance with the requirements of the drawings. Evaluation of products will be on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. Past Performance Offers shall provide at least two (2) references for recent and relevant contracts for the manufacturing of safety belts. Reference information must include contract numbers, points of contract names with telephone numbers and other relevant information. For this factor the Government will evaluate information obtained from past performance information that the Government obtains about the offeror from these contacts or other sources.
