Hale Creek Field Station Laboratory Information Management System
Solicitation # 2138876
The New York State Department of Environmental Conservation, Division of Fish and Wildlife, has issued a Request for Information (RFI) under solicitation number 2138876 to identify commercially available Laboratory Information Management Systems (LIMS). The primary objective is to replace legacy Microsoft Access and Excel systems used for tracking environmental contaminant monitoring of fish and wildlife tissue samples at the Hale Creek Field Station in Fulton, New York. This is a market research effort intended to refine business requirements, estimate project costs, and evaluate implementation strategies; it is not a formal solicitation for proposals and does not constitute a commitment to procure services. The agency is seeking a robust LIMS that includes accompanying hardware, software, and technical support services, with a specific requirement for 24/7/365 maintenance. Key functional requirements include the ability to produce barcoded labels, follow agency-defined Standard Operating Procedures, generate quality control reports, and provide hybrid storage options utilizing both on-site servers and cloud-based solutions. The system must comply with New York State Information Technology Security Policies and Standards, and the DEC must retain full ownership of all data. Interested vendors must submit their responses via email to hcfs-lims@dec.ny.gov by October 20, 2026, including a written summary of recommendations and detailed responses to the requested requirements.
