Human Performance Optimization (HPO) Model

The Commander, Navy Installations Command (CNIC) is seeking market research through Request for Information N4571A-26-I-0003 to transform the Morale, Welfare, and Recreation (MWR) fitness program into an integrated Human Performance Optimization (HPO) model. This initiative aims to shift from utilization-based programs to a performance-oriented strategy that integrates strength and conditioning, nutrition, mental resilience, and recovery protocols to enhance the readiness of Battle Ready Sailors. The Navy is specifically interested in the integration of state-of-the-art technologies, including artificial intelligence, machine learning, and immersive virtual platforms, to optimize decision-making and productivity. The project involves establishing a baseline of resources and capabilities to support the development and evaluation of human performance programs, with a proof-of-concept implementation scheduled for Fiscal Year 2027 at Naval Base San Diego. Key objectives include improving workforce capability, ensuring accessibility through inclusive design for diverse user groups, and developing data-driven evaluation frameworks. All proposed technology deployments must adhere to robust security and privacy protections to safeguard sensitive data.
