Human Performance Technical Services

The Drug Enforcement Administration (DEA) is soliciting quotes for Human Performance Technical Services under solicitation 15DDHQ25Q00000145 to establish a single-award Blanket Purchase Agreement. This effort is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and encompasses a base year with four option years. The scope of work includes the procurement of a Human Performance Coordinator and a Human Performance Specialist to develop instructional materials and deliver 25 workshops across various DEA field divisions, including Alaska, Hawaii, Guam, and Puerto Rico. Additional requirements include the provision of a mobile application and travel support. The government will utilize a Best Value Trade-Off basis for award, evaluating offers based on technical approach, key personnel resumes and management plans, past performance, and price, with technical factors weighted more heavily than cost. Awardees must adhere to strict security requirements, including obtaining a DODCAF Defense Industrial Security Clearance Facility CAGE Code and ensuring personnel possess the necessary National Security Information (NSI) clearances or Public Trust positions.
