The National Institutes of Health (NIH) conducted a Streamlined Competition for the Human Resources Strategic Program Division (SPD) in accordance with OMB Circular A-76 (Revised May 29, 2003). Following this competitive sourcing study, which was certified on January 22, 2009, NIH determined that the performance of these functions will remain in-house, rather than being outsourced. The Streamlined Competition was overseen by Mr. Joe Ellis, Assistant Secretary for Administration and Management at the Department of Health and Human Services, with Mr. Larry Manning serving as the Contracting Officer responsible for executing the subsequent Letter of Obligation with the senior manager responsible for the function. This decision is final based on the revised OMB Circular A-76 guidelines, which preclude any contests regarding the competition results. The contract relates to professional services under the NAICS code 541611 and is managed through the NIH Office of Logistics and Acquisition Operations located in Bethesda, Maryland. Points of contact for this contract include Larry Manning, the Contracting Officer, and Anthony Brown, a Contract Specialist, who can be reached by phone or email for further information. The announcement was publicly posted on January 23, 2009, underscoring the agency's commitment to maintaining internal human resources operations for this strategic program.
