This Request for Proposals (the “RFP”) is an invitation by the Halifax Regional Water Commission (“Halifax Water”) to prospective proponents to submit proposals for Humber Park Pump Station Upgrades, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). Halifax Water offers three core services to our customers: water service, wastewater service, and stormwater service. Some customers receive all three services, some receive two and some only one service. Between 2019 and 2049, Halifax Water plans to invest about $4 billion to upgrade infrastructure to ensure the continued delivery of high-quality water, wastewater, and stormwater services to benefit our customers and the environment. The Humber Park Pump Station requires Structural, Mechanical, Electrical, Instrumentation and Control upgrades. Most of the mechanical and electrical equipment at this pump station has reached the end of its useful life cycle and requires replacement. Investigation is required to scope the rehabilitation required to the holding tanks, valve chamber, inlet pipe, and the building. One incoming wastewater pipe is suspended over the ditch in a ductile iron pipe and requires improvement. Removal of any obsolete equipment such as the chlorinating system to be considered. Site grading, stormwater, and truck access improvements to be reviewed.
