Solicitation 1240LT27Q0026 is a total small business set-aside for the replacement of the Pacific Crest Trail bridge over the West Fork West Walker River in the Hoover Wilderness. The project involves the complete removal and off-site disposal of an existing steel and timber bridge and the design, fabrication, transport, and installation of a new 6-foot by 35-foot glulam deck panel bridge with timber railing and 30 linear feet of approach railing. Due to the remote location and lack of motorized access, the use of helicopter transports, mechanized saws, drills, and generators is permitted under 36 CFR 251 Subpart B. The work must adhere to Trail Specifications Section 935, ANSI 117 for glulam members, and AWS D1.1 for welding. The contract is a sealed bid with a negotiable period of performance of 120 days, anticipated from July 1, 2027, to October 29, 2027. Award will be granted to the responsible quoter who provides the lowest evaluated price among those deemed technically acceptable. Evaluation factors include the technical approach, past performance, and price. Required submissions include Standard Form 1442, an experience questionnaire, and a past performance data sheet. The contractor must provide performance and payment bonds and comply with Davis-Bacon Act prevailing wage requirements. Quotes are due by November 28, 2026, with an anticipated award date of December 10, 2026.
