Hungry Valley State Vehicular Recreation Area General Plan Update

The California Department of Parks and Recreation is implementing a General Plan Update for the Hungry Valley State Vehicular Recreation Area to replace the outdated 1981 plan. This initiative establishes a long-range vision for the park, focusing on providing a destination for off-highway vehicle recreation while protecting natural, cultural, and physical resources. The project maintains six existing land use designations, including the Distributed Riding Area, Trails Only Area, Native Grasslands Management Area, Quail Canyon Special Event Area, Oak Woodland Natural Preserve, and Cultural Preserves, while modifying specific off-highway vehicle recreation boundaries. Proposed site improvements include enhanced circulation, new and improved facilities, additional camping options, and expanded recreation opportunities. The project is governed by the California Environmental Quality Act, with a comprehensive environmental review process that included a Public Scoping Report, a Draft Environmental Impact Report, and a Final Environmental Impact Report. A Mitigation Monitoring and Reporting Program has been established to address environmental impacts, specifically focusing on air quality and the reduction of fugitive dust and Valley Fever risks. Coordination with external agencies is required, including the California Department of Fish and Wildlife for biological resources and Caltrans for encroachment permits regarding infrastructure adjacent to Interstate 5.
