HVAC Access Platform Construction

The City of Saskatoon has issued Request for Proposals 26-0426 for the design, supply, fabrication, and installation of permanent, fixed working platforms to improve safe access to HVAC equipment. The project scope covers six wastewater service facilities, including the Rotary Park, Lakewood, Blairmore, Hampton Village, and Fletcher Road lift stations, as well as the Wastewater Treatment Plant Utility Building. The contractor is responsible for providing all labor, materials, and equipment, with platforms required to be constructed from aluminum or fibre-reinforced polymer (FRP). A key requirement is the submission of a preliminary design package for City review and acceptance prior to the commencement of fabrication. All work must strictly adhere to structural, safety, and Occupational Health and Safety (OH&S) regulations to ensure the platforms safely support personnel, tools, and maintenance activities. Proposals must be submitted electronically through the Saskatoon Bids and Tenders portal by the deadline of October 27, 2026. The award will be determined by ranking proponents based on a combination of pricing and non-price rated criteria, which include conceptual drawings, past project experience in industrial or wastewater environments, and material choices. The evaluation weights are distributed as 40% for pricing, 30% for conceptual drawings, 15% for past projects, and 15% for material choice. The successful proponent will enter into direct contract negotiations to finalize an agreement, with the performance period intended to conclude by March 31, 2027. Contractual obligations include strict adherence to confidentiality, mandatory insurance coverage, and compliance with the Saskatchewan Workers’ Compensation Board requirements.
