Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: Price, Work Experience, and Technical Capability when combined work experience and technical capability is equal to price.


Solicitation RFQ responses shall not exceed 15 pages, and provide the following:

The Government intends to evaluate offers and award a contract WITHOUT discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms. Award will be made to the offeror who represents the best value to the Government as outlined in accordance with the criteria set forth within the solicitation. No contract award will be made until appropriated funds are made available.
