AI Contract Overview
The contract requires a small business to provide biannual HVAC preventive maintenance, repairs, and associated electrical work across multiple buildings on the McGregor Range in Chaparral, New Mexico, under a Firm Fixed Price structure. Work is to be performed according to the Performance Work Statement, with all technical requirements, quality controls, and deliverables fully detailed in its attachments, including a Quality Assurance Surveillance Plan and Wage Determination. The contract is structured with a one-year base period and three optional one-year periods, each containing paired priced CLINs for preventive maintenance and one unpriced CLIN per period that offerors must not price. Offerors must submit pricing for the priced CLINs, and the award will follow a Lowest Price Technically Acceptable (LPTA) methodology, where technical acceptability is a mandatory gate, and the lowest-priced technically acceptable offer will be selected. All personnel must undergo Personal Identity Verification, be escorted on federal installations, wear company-identified uniforms, and comply with strict access control protocols including background checks, pass management, and prompt return of credentials. The contractor is responsible for hazard communication, hazardous waste disposal, environmental compliance, drug testing of all employees, and maintaining unrestricted access to all data and deliverables, which are owned entirely by the Government. Performance must accommodate military training schedules, and temporary cooling provided during repairs is not a reimbursable cost. Payment processing is through Wide Area WorkFlow, and all submissions must be electronic via email to the designated points of contact by the deadline of May 20, 2026. The contractor must designate and have approved two key personnel available during normal business hours and may not use Government-owned equipment without authorization. The solicitation explicitly prohibits pricing for specific CLINs and mandates full compliance with applicable FAR and DFARS clauses including cybersecurity, supply chain restrictions, and whistleblower protections.
