J--ABQ EPZ MAF HVAC Preventative Maintenance

This firm-fixed-price contract, issued by the Department of Commerce NOAA, is a total small business set-aside for HVAC preventative maintenance services at National Weather Service sites. The scope of work includes maintenance for Weather Forecast Offices, outbuildings, and Radar Data Acquisition sites located in Albuquerque, NM; Santa Teresa, NM; and Midland, TX. The service requirements consist of one annual extensive maintenance inspection performed in March and three standard inspections conducted at approximately 90-day intervals in June, September, and December. The contractor is responsible for providing licensed and certified technicians, all necessary tools, materials, and permits to perform inspections, cleaning, testing, adjustments, and repairs. The contract includes provisions for unscheduled emergency repair services at both WFO and RDA sites, subject to specific not-to-exceed limits. The period of performance spans a base year from September 1, 2026, to August 31, 2027, with four additional option years through August 31, 2031. The total estimated contract value for the entire period of performance is between $135,000 and $165,000. Evaluation of quotes will be conducted on a pass/fail basis, focusing on technical capability, price, and past experience, specifically requiring the submission of two recent and relevant HVAC maintenance projects. Compliance with Department of Labor wage determinations for Bernalillo, Dona Ana, and Midland counties is mandatory. Successful offerors must be actively registered in the System for Award Management and must provide a minimum one-year contractor warranty. Invoicing is to be managed monthly in arrears through the Invoice Processing Platform.
