HVAC Preventative Maintenance

The City of Gallup, New Mexico, is soliciting bids under solicitation 2025-ITB-013 for a qualified contractor to establish a comprehensive HVAC preventative maintenance and inspection program. The contract covers approximately 80 city facilities, including City Hall, the Cultural Center, various libraries, fire stations, and the police and municipal court buildings. The scope of work includes seasonal start-up and shutdown services, quarterly maintenance, and system adjustments for furnaces, boilers, heat pumps, and rooftop units. Additionally, the agreement provides for as-needed unscheduled on-call repairs and equipment replacements, which require the prior approval of the City Facilities Manager. The contract is awarded to the lowest responsible bidder on an all-or-none basis. Bidders must be licensed in the state of New Mexico and provide proof of an EPA Universal License and a City of Gallup Business License. Required submissions include a pricing proposal for regular and overtime wages, as well as a percentage markup for parts and equipment. The performance period spans from 2024 to 2025, with potential renewal options through 2028. All materials must be delivered F.O.B. Destination, Freight Prepaid, and the contractor must maintain general liability insurance of one million dollars per occurrence.
