HVAC Repairs and Installation Services

The City of Palm Springs is seeking qualified firms to provide heating, ventilation, and air conditioning (HVAC) repair and installation services at Palm Springs International Airport through Invitation for Bids IFB 26-11. The contract consists of two distinct service components: an installation services contract with an initial one-year term and four optional one-year renewal periods, and a repair services contract with an initial three-year term and two optional one-year renewals, both subject to the City’s sole discretion. Bidders must demonstrate at least three years of experience in commercial, institutional, or industrial HVAC work and employ licensed, trained trade personnel capable of performing all required tasks. All work must occur on-site at the airport, with contractors responsible for mobilization, materials, equipment rental, subcontractor management, permitting, and compliance with state and federal environmental regulations. Contractors must also ensure all personnel obtain and maintain airport SIDA badges at their own expense, complete mandatory security training, pass FBI background checks, and respond to emergency requests within two hours and routine service requests within 48 hours. The contract mandates a one-year warranty on all work, requires company-branded uniforms and vehicles, and enforces strict waste disposal protocols with the City retaining salvage rights. Compliance with California Air Resources Board fleet emissions standards effective January 1, 2024, is required, and all bids must be submitted electronically via the PlanetBids portal by the August 18, 2026 deadline, with no physical submissions permitted. The City retains full authority to inspect and accept work at the airport site, and contractors must maintain records subject to audit under generally accepted accounting principles, but no specific accounting codes or federal invoicing systems are referenced.
