On-Call Environmental Assessment (CEQA) Services

The City of Palm Springs is seeking statements of qualifications from experienced firms to provide on-call, as-needed environmental assessment and California Environmental Quality Act (CEQA) services for both City projects and private developments. The selected consultant will be responsible for preparing Initial Studies, Environmental Impact Reports, and other CEQA-related filings, as well as providing technical studies, peer reviews, and public meeting support. Qualified responders must possess at least three years of experience preparing CEQA documents for California public agencies and managing projects of comparable size and complexity. The contract is structured for an initial three-year term, with the possibility of two one-year extensions at the City's discretion, and may be terminated by the City with thirty days' written notice. Award selection is based on a most qualified firm format, with a scoring system totaling 100 points, including a potential 5-point preference for local businesses in the Coachella Valley and an additional 25 points for top-ranking firms selected for interviews. Final approval rests with the City Council. Submissions must be uploaded as a single electronic file via the PlanetBids portal by the deadline, adhering to a 35-page limit and including all required certifications, such as the Affidavit of Non-Collusion and Public Integrity Business Disclosure Form. Payment is processed monthly within forty-five days of invoice receipt, contingent upon the appropriation of funds by the City Council for each fiscal year.
