Full Description
The California Air National Guard (CA ANG) intends to issue a Request for Quote (RFQ) to award a single firm fixed price (FFP) contract for an HVAC replacement project in BLDG 122 at the 144th Fighter Wing. The Contractor shall provide non-personal services, to include all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to remove, replace, test, and balance five (5) Heating, Ventilation, and Air Conditioning (HVAC) units on the roof of Building 122 at Fresno Air National Guard Base (ANGB) and four (4) ductless mini split systems. Additional details are included in the provided Statement of Work.
Request for Quote (RFQ) details are provided on the attached solicitation. This requirement is being solicited as 100% set-aside for small business. Review the RFQ solicitation instructions for quote submission criteria. Quotes shall be submitted electronically to the following email addresses: jarrod.sanchez@us.af.mil; justin.scales.1@us.af.mil
The magnitude of this requirement is between $200,000 and $350,000.
A site visit is tentatively scheduled for Thursday, 17 September at 0900 PDT. The designated rally point will be the west gate visitor parking lot. Parking space is limited therefore carpooling is strongly advised. To be granted base access, Offerors must complete Defense Biometric Identification System (DBIDS) Prequalification and submit a base access form. Complete all fields under the CONTRACTOR/VENDOR/VISITOR INFORMATION section consisting of attendee names, citizenship, and DBIDS code (6-digit code). The base access form must be provided before the site visit. Refer to Attachment, Base Access Request, for additional instructions.
Questions should be submitted five (5) days prior to solicitation response deadline. The site visit is not mandatory but strongly recommended. Offerors are responsible for verifying conditions at the project site.
As required by 15 U.S.C. § 644(w), implemented by RFO FAR 36.101-4, the following information is provided to interested small businesses:
(A). The National Guard Bureau (NGB) has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts, other than those described at FAR 43.204, DFARS 243.204 and Army FAR Supplement (AFARS) 5143.204.
(B). Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the NGB is currently unavailable, however data for Department of the Army (which NGB reports to) is listed below:
