The State of Hawaii Department of Transportation is soliciting proposals for a fixed-price contract to provide vegetation management and general railway maintenance for a 40-foot-wide railroad right-of-way extending from Lualualei Naval Road to Fort Weaver Road in Honouliuli, Ewa, Oahu. The scope of work includes initial clearing and remediation of severe overgrowth within 30 days of the Notice to Proceed, ongoing weed eradication, brush cutting, and general landscaping. Additionally, the contractor is responsible for the inspection and maintenance of a narrow gauge, Class X track railroad, ensuring all work adheres to the Secretary of the Interior's Standards for the Treatment of Historic Properties to preserve the site's status on the National Register of Historic Places. The contract has an initial term of one year with the possibility of four additional one-year extensions, for a maximum duration of five years. Proposals are evaluated based on a weighted system focusing on the project proposal (70 points), experience (15 points), and past performance (5 points), with the final award granted to the responsible offeror deemed most advantageous to the State. All submissions must be made via the HIePRO portal. Awardees must maintain compliance with the Hawaii Compliance Express and provide necessary certifications of good standing and tax clearance. Post-award administration is managed by the Department of Transportation's Property Manager, and payments are subject to original invoicing and the availability of state funds.
