The purpose of this Modification/Amendment 5 to DARPA-SN-09-47: Hybrid Multi-Material Rotor (HMMR) Workshop is to announce the following: Hybrid Multi-Material Rotor (HMMR) Proposer's Day Conference Special Notice DARPA-SN-09-47: Hybrid Multi-Material Rotor (HMMR) Proposer's Day Conference; CONFERENCE DATE: October 16, 2009; REGISTRATION DEADLINE: October 12, 2009; TECHNICAL POC: CAPT Duane Ashton, DARPA/DSO, Email: DARPA-SN-09-47@darpa.mil; URL: http://www.sa-meetings.com/HMMR2009 The Defense Sciences Office (DSO) of the Defense Advanced Research Projects Agency (DARPA) is hosting a conference to discuss the requirements of DARPA-BAA-09-75 for innovative research to enable revolutionary advances for the rapid development and demonstration of lightweight, high-performance multi-material rotors for current and future US Navy Submarine applications. The ultimate goal is to develop and demonstrate multi-physics performance prediction tools and multi-material manufacturing processes that can be successfully transitioned to the US Navy to improve performance and reduce weight and development costs of current and next-generation submarine rotors. A large percentage of the acquisition cost of legacy US Navy submarine rotors is associated with non-recurring design, analysis, test and evaluation iterations required to demonstrate the performance of the rotor. These rotors are designed to simultaneously address multiple demanding maritime operational environment requirements using proprietary, uncoupled special-purpose domain codes (e.g., structural and hydrodynamic codes). The current uncoupled nature of these legacy tool-sets is considered to be an impediment to shortening the rotor design cycle due to their inability to rapidly and accurately predict rotor off-design performance (e.g., during standard maneuvers, crash-back, backing and crash-ahead operations). Legacy US Navy submarine rotors are manufactured from Nickel-Aluminum-Bronze (NAB). Although NAB material properties are well-understood, the dynamic performance and weight of NAB rotors are dictated by the rotor geometry. Tailored multi-material (both organic and inorganic) systems offer the opportunity to provide improved dynamic performance and weight reduction unachievable with NAB. However, transformational improvements in rotor design, analysis and multi-material manufacturing methods are needed to exploit the potential benefits of multi-material rotors. The Hybrid Multi-Materials Rotor Proposer's day conference will be held at the Executive Conference Center, 3601 Wilson Blvd, Suite 600, Arlington, VA 22203. There is no registration fee. Details on the conference, including registration and clearance submission information, can be found at the following URL: http://www.sa-meetings.com/HMMR2009. The password for login is: Submarines. Additionally, a teaming website is provided to facilitate the formation of teams with the necessary expertise and can be found at http://www.sainc.com/HMMRTeaming. Registration is limited by the venue capacity (maximum of 100 people, maximum 2 from each institution). The registration cutoff date is October 12, 2009, or at attendance capacity, whichever comes first. If there is additional space available after the registration deadline, institutions will be permitted to add participants on a first-come, first-serve basis. Further questions about the workshop should be directed to DARPA-SN-09-47@darpa.mil. Please refer to the HMMR Proposer's Day Conference in any correspondence. This special announcement is not a request for proposals; it is simply announcing an opportunity for clarification of the requirements detailed in the solicitation for HMMR (DARPA-BAA-09-75). Point of Contact CAPT Duane Ashton, DARPA/DSO; Email: DARPA-SN-09-47@darpa.mil. Due to the classified nature of the event, all participants are required to pre-register and must have at least an active DoD SECRET Clearance to attend the Proposer's Day. Participants must register and have their Security Office submit a Visit Request Form, no later than 4 PM EST October 12, 2009, in order to attend this conference to Mary Withycomb, Program Security Representative, via email to DSOSecurity@darpa.mil or JPAS to DDAAUS4. Please include the subject "HMMR Proposer's Day" in all submissions and correspondence. The Proposer's Day will be classified SECRET. *The use of the word - rotor(s) in this document is synonymous with - propeller(s).

Pre-Award Synopsis Texas Shield
Solicitation # DARPA-SN-27-07
The Defense Advanced Research Projects Agency (DARPA), through its Biological Technologies Office (BTO), intends to enter into an agreement with The University of Texas System consortium of universities for the Texas Shield Program. This integrated research initiative, identified by solicitation number DARPA-SN-27-07 and NAICS code 541714, focuses on developing autonomous and semi-autonomous medical technologies and scalable solutions for critical medical consumables. The primary goal is to support lifesaving medical care in contested, austere, and resource-limited environments. Key technical areas of focus include autonomous medical and robotic surgical systems, casualty evacuation, artificial-blood and supply innovation, AI-enabled clinical decision support, and mass-casualty science and simulation. This notice is a pre-award synopsis and is not a request for proposals or a competitive solicitation. Interested entities are invited to submit information by November 15, 2026, to TexasShieldxBTO@darpa.mil detailing their technical expertise, integrated research infrastructure, clinical-validation capabilities, and multi-institutional coordination capacity. Additionally, respondents must describe their consortium organizational structure, commercialization capabilities, facility clearance levels, and their ability to handle Controlled Unclassified Information. The government will not reimburse any costs associated with the preparation or submission of information in response to this notice.

Intrinsic Market Resilience (IMR)
Solicitation # DARPA-PS-26-138
The Intrinsic Market Resilience (IMR) program, solicited by the DARPA Information Processing Techniques Office under DARPA-PS-26-138, is a 32-month initiative spanning Fiscal Years 2027 through 2029. The program aims to protect essential U.S. economic sectors from systemic risks and adversarial attacks targeting the public interfaces of modern electronic markets. By combining Large Language Model (LLM) automation with rigorous mathematical modeling, IMR seeks to develop tools that automatically translate informal regulatory and technical specifications into formal models to identify hidden weaknesses and recommend structural repairs. The work is divided into three technical areas: TA1 focuses on modeling and analysis, TA2 on resiliency and repair, and TA3 on establishing test and evaluation frameworks to validate the outputs of the first two areas. This procurement is conducted as an Other Transaction (OT) for Prototype Agreement under 10 U.S.C. 4022, with anticipated award ranges of 4.5 to 5 million dollars for TA1, 2.5 to 3 million dollars for TA2, and 5 to 6.5 million dollars for TA3. Eligible participants include small businesses, nonprofit research institutions, and nontraditional defense contractors. Proposers must adhere to strict security requirements, including CMMC Level 1 compliance at award and CMMC Level 2 status or a detailed compliance plan. All information must be handled according to NIST 800-171 and DFARS 252.204-7012 standards. Evaluation is based on technical approach, qualifications, technology transition viability, price, and security, with a particular emphasis on innovation and the feasibility of the proposed technical solution.
